Ask HN: What is a good project form for better accountability?

I am launching an hardware startup. Hardware is hard, because launching experiments require a long preparation time.

For now, me and my co-founder are building our product, but I am quite dissatisfied about our advancement. I have the general feeling that he is taking too much ressources for doing his part of the job.

Our only management tool is Trello. It is quite limited, and it does not make us especially accountable for our work. I was thinking about introducing project form, in which we would write the total amount of time and materials budget to achieve a project.

Do you have any idea example of such project form?
