The wordpress page doesn't mention it but with "Neural Networks" they appear to mean "only" traditional deep neural networks, so no CNNs for example, which they categorize as "preprocessing". Which is a legitimate view, I've seen it expressed in other places as well, but if you hear "neural networks" then you usually mean the entire thing and not just the fully connected and softmax readout layers at the end.
